These are modeled after the G1 Drink n’ Wet baby ponies. They can be combined with a Fancy Pants-style painted diaper, or regular symbol.
This one appears to be by another manufacturer. It is slightly smaller and the plastic is squishier.
(I’m guessing this one had the red or orange kind of hair that decays)
